Elias Epstein joins Resolve to Save Lives as Interim Vice President, Finance. He has significant experience leading the finances and operations of globally funded and centrally managed international development health projects.
Before joining RTSL, Elias was the Director of Finance for USAID Global Health GH-TASC and GHTP institutional support service projects with Credence Management Solutions. He served as the Director of Finance of the Infectious Disease Detection and Surveillance IDDS Project with ICF, and previously acted as the Malaria Task Order Finance Manager under the USAID Global Health Supply Chain Program – Procurement and Supply Management Project implemented by Chemonics International and with a budget of USD1.2 billion. He has also worked for other International NGOs and USAID partners including John Snow Inc., Abt Associates, Deloitte Consulting, Crown Agents, Africare, The Nature Conservancy and World Wildlife Fund.
He has worked in Africa, Asia and the LAC regions, and has held mid-term assignments in Mozambique, Liberia and Zambia. He is very knowledgeable of USAID rules and regulations for both Cooperative Agreements and Contracts. His expertise includes subcontracts and grants management, financial reporting, budget planning, and expenditure forecasting and tracking, among others. Originally from Peru, Elias is fluent in Spanish and proficient in Portuguese. He holds an MBA degree with a concentration in international business and has pursued graduate studies in Public Financial Management, Corporate Finance and Accounting.
Elias currently lives in Falls Church, Virginia, with his wife Linda. In his free time Elias likes to exercise, watch sports and travel.
